Buying a THEFT RECOVERED car

what is the process of buying a theft recovered car in PA? Can I jus transfer title and purchase insurance and drive it? Or...?

im pretty sure it depends on the title. like if the insurance co. owns the car then you have to go through he process of getting it fixed and inspected before you can register it. but if the owner holds the title it should be just like buying any car.
