I'm pretty sure that you can now unlock the 3.1.3 firmware with blackra1n

Just look up Spirit Jailbreak. Does the newest software is basically 1 click. Works great.

You may be able to unlock the phone but are there usable frequencies over there for a US iPhone?

Yeah you can use iPhone internationally

Yeah, unlocking would have no effect on whether it can be used internationally. That is up to the carrier. Some carriers you have to call and ask them to enable or add international calling to your plan.

Just call the service provider and ask them for the unlock code. Tell them you're traveling overseas, that is what my mom did and it all works.

You can't unlock but you CAN tether still. This was my only motivation for unlocking anyway.
