just a quick shooting range question

so i seem to remember a while back a buddy of mine from PA went shooting one day and brought his friend from NJ. his friend was not allowed to shoot at the range because he had a NJ license. are there any rules about shooting in PA with a NJ license or vise versa? maby its range specific?

ive gone shooting with people not from pa with no issue
