Exclamation Scooter Question

Hey I have a Honda Ruckus. It's 49cc I have it insured and registered. I was pulled over by a cop and he told me the following. My tail light was barely visible, it wasn't on the rear of the bike. my license plate was verticle, i didn't have a light on it. i didn't have a rear fender. i don't have reflectors on it. then asked who inspected it. i told him honda and he says not like this they didn't. which is true, i did most of the mods after, but for inspection i put on my stock fender and mirrors. he didn't say anything to me about not having mirrors.

my question is this... what is really needed to be legal. i've seen street bikes that have had their plates verticle, why can't i? my taillight is an R1 taillight with integrated turn signals and its under my seat, which is 5'' away from the furthest back part of the frame. do i really need reflectors on it, or could i get away with putting reflective vinyl on the license plate frame (when i get the license plate light). Mirrors, technically don't i only need one, i have 2 on there now, but i broke one. Not that getting another mirror is a big deal, just wondering.

reason i ask all these questions is because one of our local police departments is taking over a lot more land, and they've been known to be kind of pushy when it comes to vehicles and motorcycles. And i feel like come this spring they are going to be all over us this summer. i'm in lancaster, pa. Thanks a bunch!

motorcycles still fall under general lighting equipment guidelines

reading from the book all vehicles require

Headlights
Rearlights including Rear lamps, Rear reflectors, stop lamps and license plate light
Turn signals are not required for motorcycles or pedalcycles
Identification, clearance and side markers - Every motor vehicle shall be equipped with a system of lights which may include retroreflective reflectors, identification, clearence and side marker lights
