Can Both NJ and PA officers here run a legality check on a vehicle?

Dear Officers,
I am looking at buying a Car that has been imported into the USA
The owner states that the car is Legal and passes EPA smog

however due to the recent kaizo fiasco many cars are being seized by the Federal government for not being compliant with epa and nhsta standards

This is my concern because i do not want to purchase a car have myself thrown in federal prison (possibly) and then have my car seized

I am a NJ resident and Posses a NJ license so my car will be registered in NJ
I am PA student therefore the car will be driven in PA so both parties are very crucial in my decision

The car is currently registered under OH Title
the VIN is still the orginal Japanese vin its a 1995 Nissan skyline Gts-T

since i noticed not very many response i have censored the VIN and current plate for safety purpose

best bet to find out the cars legitimacy is to call the DOT for the state the car is registered in. If im not mistaken "legit" cars not only have a US title but they have federal paperwork that goes with the car. If it is on file with the DOT and has legit federal papers then having the car transfered should go just as any other car would considering the us government has approved its existence in this country
