So this weekend before I went to the mountins I was talking to one of my grandmas nurses and I was told that effective july 3rd in PA if your caught doing 10MPH or over it is now a $500 fine, Is this ture?

Another small question. On my way home last night i was driving down the north east extention and i was getting tunnel vision real bad I fell asleep behind the wheel for like a split second and woke up heading towards a median, I quickley corrected myself and put into a hotel for the night. My question is is it illegal to pull to the side of a road and sleep for like a half hour?
