Hi, i was wondering if anyone knows who to call wether it be city of philadelphia or its acutually state property, i cracked 2 rims and there 700 a piece trying to get some help since theres a huge hole i can not avoid unless i drive on the shoulder or take the car out next to me.

Not sure on that one, best place to start would be call PennDOT
