Going around someone making a left at an intersection with no turn lane

I was wondering if it was against the law for people to go around cars who are making left hand turns at intersections when there are no left hand turn lanes? This has always bothered me since I started driving. I feel like it really really screws up traffic flow for said intersection. There always 2 cars waiting to turn from both directions, yet they NEVER are able to turn because all the cars from behind, both directions, are driving around the 2 people turning instead of stopping behind them like they should, and waiting for them to turn. Isnt it illeagle to do that? If it is, why dont more police inforce it so that it keeps traffic at a good pace. If its not... it should be!

If its a legal left turn then yes it ties up traffic but they are not breaking traffic laws.

Instead of saying about how its a pain that you have to go around them next time you see someone trying to turn why don't you stop and let them turn?
