Depends where you go. A true by the books place will fail you, with or without a cat because properly operating emissions equipment was removed. If you find a "relaxed" place, you probably won't have any issues with a catted DP. Going catless just raises the stakes even more.

I have had my rex inspected at 3 different places across philly (including a subaru dealer), sometimes with a cat in my APS DP, sometimes not (it is a removable unit), and I never had an issue. Not even a question from anyone.
Emissions in PA require the shop to check emmissions readiness through the OBD port, and a visual inspection of the equipment. My feeling is just that the shop techs either look and don't care about the cat being there, or just don't really look...and I thank them for it. |

Never had an issue with inspection with my high-flow catted downpipe.

1996 and newer cars have no visual inspection (they cant fail you just cuz they dont see it) so it doesnt matter if the car has a cat, looks like it has a cat, has a high flow, or like mine is completely catless header back and tuned with cobb ap to clear cel's. as long as it passes the computer obd check and has no cel's and your fine

Believe me, there are plenty of places that will fail a car for no cat. Any place that doesn't want to possibly lose their emissions license and equipment will fail you. It's 1996 and newer cars that don't get a sniffer test, not a visual.

In all honestly I think you'll be fine. If you get the catted dp you'll have nothing to worry about. If you get the catless dp whoever tunes your car can turn off the light so you'll be fine, just gotta hope you don't get a stickler. My cousin has a hf catted dp for his sti. I know he's been thinking about going catless. If you want a catted dp I can see how much he'd want for it. It's pretty damn new and I think his sti only has like 20k miles on it.

Catless dp ftw. I have a txs hfc after the dp. Never had issues with emmissions. But I am worried about not having reflectors in my headlights for october. But other than that it's whatever

Some places as long as there is no CEL and everything is fine when they plug in the OBDII they will pass the car. I have a 4" Turboxs downpipe with a custom highflow cat with bolt in flanges, i just swap between a "race pipe" and a cat. only takes about 20-40mins once a year.
