Fuel Pump relay help

I am trying to diagnose why my fuel pump is not priming(95 w/redtop). When i test the plug for the pump relay i am only getting 5 volts to prong 1+3. The ecu is from a running car, the battery is fine, all of the fuses are fine and the wires all have continuity. I cannot figure this out. Somebody help me out. I've been through the FSM multiple times and i still cannot figure it out.

The ECU 'signal' to the Fuel Pump Relay is actually a ground trigger...

Can you jump signal to it to see if it works...
