say if its raining or something of a similar precipitation, would an officer be less likely to pull you over just for the sake of not getting wet and dealing with the rain?

I'll come after you during a hailstorm if your doing something stupid, the way I figure it is if you crash I'm gonna have to be outside anyway so stopping you means less time getting soaked
