so my car is registered in NJ and im wondering if a PA cop can give me an equipment violation. something like tint or not having a front license plate. TIA

Yes you can alway get a summons. But you can sometimes beat them in court if what you have on you car is leagle in your home state. I once summons a guy for not having a hood on his car. He was from a state that there was no law against it. But I gave him a summons for an unsafe vehicle which it was in NJ and it stuck.

but lets say im from some crazy state like WI and im driving through PA with 5% tint all around. am i supposed to avoid all the states that dont allow that % tint? not trying to be cocky here at all but i just cant see how u can give out a ticket for a non-moving violation thats out of your jurisdiction.

P.S. can u get a tint ticket if the officer doesent have a tint meter? (assuming the tint is legal on the window but the % is not legal)
