question about a car title

what does it mean when it says odometer disclosure exempt by federal law?

§ 21.4. Exemptions.

A transfer of any of the following types of motor vehicles shall be exempt from the requirements of § 21.3(a) (relating to disclosure of odometer information):

(1) A motor vehicle having a registered gross weight of more than 17,000 pounds.

(2) A motor vehicle 25 years old or older.

(3) A new motor vehicle transferred between dealers prior to the first retail sale.

(4) An implement of husbandry.

(5) Special mobile equipment.

In general it means the car is past a certain age or is past the life of the vehicle (mileage over 100K can be considered). For example my 78 Honda cb is exempt and so was my 77 beetle. My 66 isn't because the mileage was documented and can ber verified. A quick search on the dmv page will give you the list of qualifications that allow a car to be marked as exempt.

the car reads 78,xxx on the cluster and it is a 1991 model with a clear title. how is that possible? my older suzuki swift had 179,xxx when i sold it and didnt have this exempt thing come up on the title. is this normal?

from my understanding a 1991 is not a new vehicle lol and a special mobile equipment sounds like an ambulance or some kind emergency vehicle. or perhaps a truck, but my the car im talking about is nothing like that . any other help would be appreciated

Just because your car isn't a 2009 doesn't mean this cant apply, or at least that's my understanding. If the car (back in 91) was transferred between dealers before it was sold, then this could apply.

And I agree about the ambulance comment lol.

What does exempt miles exaclty mean? Is there a way to get a title saying the miles on the car how they really are? Please explain what exempt mileage means.

when it says mileage exempt it means...Motor vehicle owners are required to enter their vehicle's current odometer reading at the time of sale or ownership transfer on an acceptable secure transfer document, for vehicles requiring an odometer disclosure by the Federal Truth in Mileage Act The seller/transferor should enter the word "exempt" only when the vehicle is exempt from the odometer disclosure requirements....this means the state found an error somewhere...say you just bought a car the odometer says 20K miles so you write on the title 20k miles when it actually had 220k miles the state might have had on record it titled once before with 100K miles...so they know something is up...they issue a exempt title..theres no real way to get it off a title...i have a truck that has 268000 miles on it the title is clear and shows 115000 but a carfax report says mileage exempt...?....its all up to the state...

i must of missed the word prior the first time i read it, but say that would be the case, why wouldn't the mileage show on the title?

It is really up to the dealership or notary that sells the car as to whether it is marked as exempt. I fought with the notary to have my 66's title show the correct mileage as opposed to exempt.

This is interestng because on my mustang cobra I have exempt on the inspection stickers. Doesn't that mean it was driven less than X amount of miles?

This has been my experience. There is a process to get it off your title if you can prove there was a mistake somewhere.

No, they do not stop counting. If your title says exempt, then someone lied or there was a mistake somewhere.

It doesn't matter how old you car is or what mileage it has, if you have always stated the appropriate mileage, such information will be reflected on the title.

Yes it does but that is different then what's on the title. Your inspection sticker is based on the number of miles you drive in a year with the car.
