yeah i agree.. that's like asking 'what's the best turbo made'. well a big ass GT42R isn't exactly going to be right for an otherwise stock civic, but it may be perfect for a 2JZ supra, ya know? lol.
if you're looking for mind blowing crystal clear quality, like dolby digital 5.1 kind of stuff... go with a brand like mb quart or bose etc. if you're looking for the absolute best dollar for dollar bang for your buck, IMO you cannot get better than Earthquake. obviously you'll get a quality product from the big names like JL, Alpine, etc. just stay away from the wal mart stereo aisle

Do you or will you be amping these speakers? How much power and what type of amp? These factors make a huge difference in selection, volume, price range, clarity, expense etc.
