Get ticketed if I don't call back?

Before I go into detail, I didn't get a ticket but I'm curious if I could have in this scenario. I just finished installing my supercharger so I went to take the car around the block real quick. As with any 600HP RWD car I proceeded to leave thick black stripes all over the road. When I turned around to head back home a guy came running out of his house with his dog and yelling at me to stop and that my license had been reported already, I yelled sorry and drove off. A few minutes later I get a phone call and don't answer it, an officer left me a message saying if I didn't call back by 7 PM I would be issued a careless driving ticket. I called back maybe 20 minutes later and said the guy came running out his house yelling at me. The officer said from the description the guy gave him I was flying down the street (true) and that it was cool if I wanted to test out my car like that but use a bigger road.

I'm just curious if a ticket would hold up if the officer left me a phone message that I didn't return and he wasn't there to see, just went off the word of a concerned (ahole) citizen.

MMM you rip up and down some guys street and burn rubber infront of his house and hes the A-hole. Wow. As for the summons yes he can issue a summons based on the statment of the witness and having that witness come to court.
