cutting through private property

Well there is a light that gets backed up in lawrenceville. every single day it takes about 10 minutes to get through at least(4 cycles) the township really needs to reconize this as a problem. anyhow a lot of people usually cut through this rehab center. today there was a employee standing there in the parking lot telling people to go back the way they came because its private property. he had a radio... and i dont think he was writing down plates but he may have said them over the radio to some one.. point is.. i didnt see any cops.. can he get people into trouble with police?
