Noise Ordinance
 I live in PA and my g/f lives in Newark, DE. I noticed recently that they have "Loud Exhaust Checkpoints" and are citing people for their exhaust systems. Can a DE LEO (or NJ, etc.) cite an out of state vehicle for this, even if the vehicle is conforming to the laws of the state in which it's registered (aka it has valid inspection stickers, etc.)?Thanks.
