What exactly is your question?
You can convert a CMYK file to RGB when exporting for web viewing.

The photo was initially AdobeRGB and was converted to sRGB before saving for web. Photoshop has the Proof Setup is set to Working CMYK... when I play with the Proof Setup colors I do see certain shifts but I'm not sure what THE one to use is so that my working copy is an accurate representation of the output. Also, does this vary depending on if you're editing for print vs. web (vs. offset press).
I'd like to understand color management and setup start to finish but I dont... is this the only thing to worry about in setting up color management in Photoshop or are there other settings that need to be checked as well?

You can fluidly edit however you like in Photoshop under whatever color profile. When you are ready to save it for web you can assign the file a color space and it will stay that way when you save / view after export.

I'm already doing exactly what you're saying, unless I'm not understanding you correctly.
To clarify, how do you do this: "assign the file a color space"?
