I am looking for info on the correct process to transfer ownership of a handgun in the state of DE.

1. Obviously I get the buyers Name and Driv Lic #, should I also make him write on the bill of sale that he is legally allowed to own a handgun or any firearm?

2. Do I need to be in the presence of an officer or in a gun shop when making the sale?

Any help is appreciated.
