Potholes after construction

There was some road work being done on bustleton right before county line a few days ago, and after the work the people never filled in the pot hole and me not seeing it, i hit it and found out that it bent my rim. is there a department or anything i could complain to, so i can have it replaced? i dont see that as being my fault that the work was never finished, and i dont see why i should be paying for a new wheel and tire? any suggestions? thanks
