Inspection Question in PA

Was wondering if your 3rd brake light had to be working, or can you take it out and have it still pass inspection in PA. I'm not sure if its like one of those things where if its there it has to work and if its not dont worry about it.

If the car is equipped with a third brake light, then it must work to pass inspection.
