question about officers trying to catch speeders

I doubt this is true, but my friend told me that if a cop is sitting on the side of road at night trying to catch speeders they MUST haver their parking lights on

As far as other states go I can't say but in NJ you do not have to have your parking lights on or any other lights for that matter.
