pa can cop just run any plates without you do anyhting wrong. Like he was behind me at the light and ran my plate and found out i have a suspended tag

Yes, your plates are in public view.
Required by the state inorder to operate your vehicle and are also the property of the state.
So the police can check them at anytime. This must be done at random or with probable cause.
