Car being too loud, and getting ticket??

My confusion started a few months ago when a neighboor called the cops, because my car is too loud! I live in PA and from my knowledge there is no deciable rating requriment. The officer who responded to my house was real cool, he said "Their is no such law, if there was Harley Davidsons would be getting pulled over all the time!". The officer left with a smile and I thought that was the end of it! About a week later another officer in a nearby community pulled me over and gave me a ticket for my exhaust being too loud! Who do i believe, and what should i do about the fine?

In NJ the law just says that it can't be loud and you must have a muffler on you car.

In PA there is a deciable rating in the law
