Actually it isn't the same thing. A pulley is just that, a piece of metal that the belts run on. The harmonic balancer is a balanced pulley that usually has a rubber ring on it. Some aftermarket once have a fluid inside) The purpose of the harmonic balancer is to keep the rotating assembly(crank, rods and pistons) from vibrating and eventually rattling itself apart or just breaking. From the factory the internals are not balanced and require a harmonic balancer. When you have an engine built for racing, you should always have the rotating assembly balanced.

ACTUALLY on dsms it is....the factory crank pulley has that same rubber ring on it that you are talking about

That's what he meant.

The pulley assembly has the harmonic balancer built into it.
