Honestly I would say google it. There are tons of free proxy servers out there. What exactly are you needing one for? That's another question to help you decide.

its just to get around the firewall at mercer. it blocks EVERYTHING tst included

Mercer County College? I use to work there lol.

If it's configured correctly and the systems admin or network admin knows what they are doing, then downloading and installing a software proxy most likely isn't going to work.
