Can I register a car in New York if I dont have the title?

Pretty sure you need some sort of temporary title to register.

yeah you need proof that you own the car before you can register it anywhere.

i think it depends on the state you bought it from. For my car I registered it in Jersey without a title but because they looked up in some book that when registering a car from georgia all you need is the actual copy of the registration from the previous owner then a notarized bill of sale between you and the person on the registration....

both must include the vin
