I was at a local car show sunday. Afterwards the show cars were doing burnouts as they left. After they did the burnouts the event staff would write down their plate number. My question is, if they turn over the plate numbers to the police can they be issued tickets for the burnouts. I was standing on the side of the road watching and they must have written down at least 15 license plates.

no, most likely not, the police officer has to witness it for them to issue it.
