Ya you are overboosting, my car is the same was as of now. You will need to get your wastegate ported.

either port your gate, or get it tuned to that PSI and bypass the electronic boost limit.

You should also have a boost gauge as well installed.

Def get the wastegate ported..... its a common problem when putting an aftermarket downpipe on the stock turbo.

Do not port the wastegate passageway itself, you want to smooth out the edge before the entrance to the passageway. There is a hard edge there that causes turbulance before the exhaust enters the wastegate. This reduces the amount of exhuast that flows through the wastegate, causing creep. An overly ported wastegate passaway will reduce the spool of the turbo slightly and also make it hard for the turbo to hold more than 18psi.

I would get some engine management and tune around it, its only an issue with the factory boost cut level.
