Classic Car Plates/Insurance

Can any car 15 years or older be considered a classic car? I want to buy another car to use as a track car, so mileage put on it would be very low and it would only be driven on the street to the track, so if I could call it a classic car insurance would be cheap. Would this be easy for any car older than 1997 or does it have to pass certain criteria? I was thinking civics, integras, or 240s if that matters.
