depending on the car i wouldn't be suprised if that's right. between head design and other factors, Ive seen cars run pretty lean compared to what we're used to seeing.

Heres my '04 Accord V6 6MT at sloppy last fall. Car made 221 whp and 197 wtq with a K&N cold air intake and a Borla catback.

Here is my car on my dyno, 317whp, 348 ft/lbs baseline run letting off around 5800 due to intake plenum divider coming loose inside during the run. Much better numbers to come next week.

LOL I know, right?! Seriously I hate the lack of torque this thing puts out. Next car I buy will come with more torque right off the bat. Lesson learned. I still want an STi or Evo, haha.
