European License Plates?

Hello, I hear different stories from people. Some say European License Plates are illegal in the area(PA, NJ, MD) and some say that they are legal.

I live in PA, where we only require license plates in the back of the car. Can I get a ticket for having a Euro Plate in the front in PA, NJ, MD? I travel to MD and NJ a lot which is why I want to know if I would be okay there.
