How come motorcycles can have loud exhausts when a car cannot? Or is this not true?

there is a decibel level for road going vehicles wether it is a motorcycle or car, just because someone sticks a d&d pipe on their bike does not mean it is legal just as how if someone straight pipes their car it is not legal
