a question about a cop

if you get pulled over , and a cop shows up on scene, and documented that he arrested you at 11:50, but his shift didnt start until 12. can he legally do this? this question is for a friend.

Also the cop asked everyone to get out, yet he wouldnt tell them why they had to get out, and then he searches the car, and doesnt find anything until the last part of the car he searches, then claims he saw it when he first walked up and thats why we had to get out, yet he clearly didnt because he would have grabbed it the first time he leaned in, and not 3 minutes later.

So basicly the cop pulled them over , made them get out in a attempt to find drugs, and happened to find them and used it as the excuse to search the car.
