I hope not. There are too many morons with kids already. I think the govt should issue licenses to have kids, just like they do to drive and get married. Break the law, they should put your baby in a blender and make you push the button youself. If this was implemented, I bet there would be alot less welfare handed out, crime woudl go down because less stupid people, taxes in turn would go down or be allocated to better things, I would have less LOLz, and the world population would go down to a sustaninable level. :-)
