Alright well last week I got pulled over for driving a vehicle thats not inspected, no problem with that because I was operating it. While I was taking out my license and registration my wallet fell open and the officer saw my false form of identification that was behind my PA license. So the officer asked to see that one as well and took it from me. He came back with a citation for having possession of false identification stating that I am over the age of 21. Now would it be a problem since it was serving a novelty purpose rather than me in the action of buying alcohol/tobacco/firearms at the time of confiscation?

NO by possessing it you have comiited a crime since you were carring it on your person at the time of discovery.
