everyone is wrong

there are 14 legs on the bus. if the cats are in bags then there legs are not on the bus

maybe 16 legs cause if there is a bus loaded with little girls i'd assume pedobear isn't too far away

There is more than 1 definition for "on". With your logic, you could argue 0 legs, as there are 14 feet on the bus (if they are standing up). Or perhaps you could say 0, because the shoes or pants are contacting the bus. Either way, your answer sucks.
