Yeah, the only place that can transfer is the DMV.

DE doesn't let you use banks? Christ they allow open bottles by passengers but won't let banks do it?

Hell even NJ, one of the most strict states in the country lets you do it. I say this because try and get your license to carry in NJ it is near impossible.

Do you live in DE? Says coatsville under your name... if not sign the title, get a bill of sale and come to PA

I dont know why so many people talk crap on DE. I personally love living here. You are within reasonable drives from philly, NYC, baltimore, DC, mountains, beaches, etc. There is always something to do and the people who complain 'its boring' are too lazy to get up and do something.

The DMV situation does suck though. I swear they make it difficult on purpose. If you sign the title over to the new person they can go to the DMV themselves on Monday. You do not need to be there with them. I bought a beater a month ago on a friday night...dude signed the title over and I drove it away. He had typed up a bill of sale on his computer and we both signed it. I went to the DMV that following monday and went through inspections, title fees, and tags by myself.

You need to have your title notary stamped.... with him present, then he can take it to his DE DMV on his own. All you need is a signed title and a signed bill of sale and you take it to any tag place in PA.

PA titles must be notarized whether in or out of state, but if you buy a car in DE all you need is the title and Bill of sale and you can get tags here in PA. The PA title notary can be from any state.... but its better if it were a PA notary.
