Nevermind :D
After six long grueling months, I FINALLY figured it out. Visual inspection failed. Carb cleaner failed. It was frustrating when the boost bounced between 10-15psi. Finally fed up, I took off the TMIC and the top of my transmission was DIRTY and covered in oil. My TMIC always sat weird and the rubber o-piece that connected it to the intake manifold was always cock eyed. I put it back on, made sure everything was good and took it for a test drive. Peaks at ~18, pulls strong and steady at 15! It feels like I just did a significant mod to gain more power lol.
