God I hate when they chip pets... but I wouldn't hold it against the dog coming from a previous owner...
Why do you hate when dogs get microchipped?

And if I didn't have 6 doggies living under my roof, I would take this dog in a heartbeat. He is SOO cute! Someone please take him under your wing!!

this is getting off topic, but since i was asked...

Because it's only a matter of time before they start doing the same to humans... in fact there are companies in Europe who are working on it, and there are even companies in the US that implant chips under their employees' skin so they can just wave their hand over sensors to clock in/out and open doors (and these chips have information about their employee level, so depending what your level is, you may or may not be blocked from opening certain doors).

I'm a big advocate for personal privacy, which the folks in washington are taking away more and more every day.

It's the same reason I will never EEEEEEEEEEEEEEEVER own a car that has OnStar or Lowjack, etc. etc. etc.

Do you own a cell phone or go on the internet? If so someone is already invading your personal privacy.

In Pennsylvania (or maybe its just Chester County) to get your dog permanently licensed you have to either get it chipped or tattooed.

Well until they start doing it to humans I consider microchipping an excellent way to return lost dogs to their rightful owners, verifying ownership when people try to steal dogs, etc.
