Sarge/bane!!! Help me with this one!!

today i received a noticed,
unpaid noticed for parking violation. <---- never had a parking ticket in life!!
1)1600 chestnut street 3:37pm..............................96.00
2)2000 chestnut street 3:48pm..............................96.00

i know you're thinking, how the fu*k did i park at two places at almost the same time?
those streets are traffic!!!
would there be enough time to find and park and for that person to write me ticket at almost the same time?!!!
u cannot do this, especially in center city at these streets! no way in hell!!!
plus, i cant drive backward from 1600 to 2000 chestnut street i would have to get on market, but wait i cant make left turns, unless i take 2300 market, wait... tooo much time wasting.. how can i do this in 9 minutes?!! I CANT!!!

first thing is, i dont park my car in chestnut and i have no need to be in chestnut. i barely go to center city, and if i have to i would be at chinatown, which i would only park in those paying garage.
i have never had a ticket for parking or never had one placed at windows.
so i called the parking violation center located at 9th and filbert.
they asked me for my ticket number, i told them i never had a ticket.
so they asked me for my license plate number, i simply gave it to them.
she told me i had two ticket and these time, so i asked her, how can i file these tickets as a false improper ticket? she told me i have to go to a hearing in october.
i told her i need the person's badge number and name, she told me it was classified. so i asked her, would u like me to sue the state or get the person who was writing the ticket fired? so she sighed and gave me the persons badge and name.

so here's it goes to bane and sarge:
1) i have nothing against cops, i have families working as one.
2) i have been harassed by the same cops over and over again in front of my house, what to do. <---- different story
3) i have this notice for tickets i have never got and how can i fight for these to not pay for?
4) if it get to the point i have to pay for something i didnt do, can i bring them to higher authority?
5) can i/they do something about the worker? fire him/her? sue him/her?

p.s. how can they prove that i have parked? do they have cameras so i can use it to go against them?

the parking authority can give you any information you need, im not a philly cop its not something I know enough about

you want to get someone fired or sue them for giving you $180 worth of tickets that can be resolved by a couple phone calls? what do you want to do to someone who messes up your order at a restaurant have them drawn and quartered? grow up

i dont want to be ignorant at all.
made few phone calls, everyone just hangs up on me before i even ask them about the officer's badge number or name.
that same person have a record of writing false parking ticket to alot of people.
there's people other than me complaining about that very same person.

here is why:
i called to them telling them my problems with the notice, i simply asked for the badge and name of that person. from the background, you hear "why is everyone calling about the same person giving false tickets? this person on my line have received 3 parking ticket at different minutes in 5 different blocks."
so i sat and wait for the lady to tell me, she told me "court date/time" hangs up. before i even asked her anything else.

i dont want to get anyone fired or sued, but this cant keep happening to anyone else. some people would just pay for it becuse they dont know what to do, because the people that work there cant help them. i have been pulled over by the same cop in front of my house, writing tickets that i have no knowledge why i was being pulled over for. he put my registration under investigation saying my car wasnt registered at all, i pulled out my registration and insurance, he told me there's no point. this happened to me 7 times in one month. am i being profiled? or does different "cops have different TURNED ON" for different people. <---- (retired sergeant told me this.)
