Whats will happen if you are cought driving without catalytic converters?

I know a "friend" who drives without Catalytic converters on his car. I know this is illegal, but what kind of ticket would he get if cought and what would the punishment/fine be?

He would probably just get a ticket for the car being too loud, or you could get a Citation for noise violation.. seen that happen in the burbs,, or you could get a ticket for an emissions violation and be forced to put the car back to stock.. all violations are over $100.00 and if you get the citation you have to go to court..
