shaving and engine swaps

I was told that if you shave off your door handles you can not pass inspection is this true? Also id you do a motor swap and replace a obd1 car with obd 2 motor or swap a different obd2 motor into a obd2 car will you pass or will they see that it is not a approved driveline and fail you?

You have to check with motor vehicles on this one not really a law enforcement question that a police officer would deal with.
