can I just use a relay that provides a flash to the turn signals when the taillights are off, and then when a signal from the taillights is sent, it disables that relay?

That's basically how its being done now except the relay provides power for the parking light and when the turn signal is hit, it disables the relay. If you were to set it up in the opposite order as your talking about, The turn signal would work only with the parking lights off and when the parking lights were on, the turn signal wouldn't work.

But............................................... .................................................. ..I do have another Idea!

I'm gonna try and make a diagram in Paint and post it up here.

It should flash the turn signal with the lights off, in phase with your normal turn signal considering the continuity between pins 87a and 30 on relay number 2. With the lights on, it should cause the turn signal to blink out of phase. Both functions should work regardless though. Double check your wiring and/ or snap a couple pics and post them of your configuration you currently have at the moment.

if you have a single headlight bulb and wanna run both the high beams and low beams at the same time since normally the low beam goes off when the high beam goes on in a single filament bulb here is how you'd wire it with a relay
Pin 86-ground
Pin 85-High beam turn on
Pin 30-out put Low beams
Pin 87-Constant 12 volt source
Pin 87a-input low beams
