Angry 89 in a 55 in NY... PA license - simple questions.

Hi,

I literally got a ticket 5 minutes after picking my new M5 up from the dealer. I explained to the cop that I was just feeling out the car for a second, but it didnt matter. Anyhow I got an 89 in a 55... I believe the ticket is 360 bucks so I plan to just pay it.

I see that points shouldnt carry for speeding violations, but what about large speeding violations? This would be a 6 point ticket if I lived in NY.

Also, I read online about out of state drivers having to pay an additional 300 dollars towards the driver improvement programs in the state where the ticket was given. Is this true? I really dont feel I should have to pay another 300 towards something I dont need to take since I'm out of state.

I'm 27 and this was my first speeding ticket... Lame...

Just looking for some info before I pay this...
