If the bus driver reports it they usually have a form they submit to the PD. regarding vehicle, reg, color, driver description, ect. Upon that the Officer needs to investigate and then find the owner. Then must find who was driving it. All said and done a citation could be filed. I've personally had 3 reports over the past month.
