PS pump taking crap? 06 wrx

so its now getting pretty damn cold out at night... so it started about a week ago, i start the car and there is this like hum noise, when turn the steering wheel it gets worse so obviously something to do with power steering. Now it only does it when it hasnt been driving for few hrs and is cold, but once it warms up about 90% the time it stops humming. about 10% the time it just continues to do it for the day...

and another thing i noticed tonight... now also when im driving and have the heat on its fine, but as soon as i stop and the car sits at idle for about 15 seconds the air starts to get cooler until its actually blowing out cold air and then as soon as i hit the gas it starts blowing out hot air again...

fluid levels fine, belts been replaced few months ago, tensions how it should be... the coolent needed be topped off so heats fixed now, but the pumps still making noises but only does it when it gets to about 35 degrees or less out, anything higher and it makes no noises at all...
