NY has new emission regulations?

So my gf catalytic converter went and she lives in New York. I was searching online for a new catalytic converter and found Drop Ship Parts being the cheapest, so I called them and they started asking me a bunch of question about the car, if its a California emission, is the vehicle registered in New York, etc.

Anyways long story short she has a 2005 Honda Civic and she does have a California Emission but lives in NY, but I still have to get a "CARB Compliant" converter? its like 3x as much!!

Is there any way around this?
