I'm pretty sure you can't pass inspection with a test pipe. If I recall it deletes your catalytic converter.

as for rolling your fenders, just grab a heat gun and rubber mallet, that's what I did and they came out perfect.

dan, i dont plan on spending any money for something like that right now however ill keep it in mind.
and mickey, i have 2 cats...inspections this month and ill pass caue i still have the one. but ya i know guess ill just have to do it the ghetto illegal way whatevs

You will fail a visual inspection IF they actually do a visual check, but a car can pass without one emissions wise.
Definitely a common misconception.

ya i talked to the mechanics at where i worked about it before i got the one i have installed and they said they would pass it for visual inspection.

heat gun + pvc piping + jack = fenders rolled
you can look it up on youtube, its fairly simple
just go slowly because you dont want to crack the paint
work it back and forth slow
do u need front and rears done?
