i heard that the rules were more lax since recruiting was down after the iraq war started. i thought it was ok to have ink as long as it was not visable. also recruits were allowed to have neck tattoos where before you would be rejected if you had one.

i think the large difference comes from officers from west point and anapolis being straight laced "good people" while the major part of the volunteers are kids from lowwer on the socio-econimic ladder.
